The World Bank (WB) Group in the Philippines and the Knowledge for Development Center-Ateneo de Naga University in coordination with the University Social Involvement Council thru the Center for Local Governance conducted the Country Partnership Strategy (CPS) for July 2013-June 2016 Region V Consultation with the theme: “Making Growth Work for the Poor.”

The CPS will lead the WB Group in the Philippines along with the National and Local Governments, Academe, Business Sectors, Non-Government Organizations, People’s Organization, Civil Society Organizations among others to respond on the needs and priorities of the stakeholders.

The Consultation process aimed to 1.) Create space for dialogue with stakeholders to share views on challenges and emerging opportunities for development in the Philippines; 2.) Obtain input and feedback from stakeholders on development projects, programs and other mechanisms for development; 3.) Expand and deepen channels for ongoing engagement with key stakeholders beyond strategy development and toward strategy implementation, so that the World Bank Group Country Partnership Strategy will continue to benefit from various perspectives and experiences.

The morning session was graced by Fr. Jun Viray, SJ, President of the Ateneo de Naga University. Mr. Motoo Konishi, World Bank Country Director expounded the World Bank Group in the Philippines. National Economic Development Authority Regional Director Atty. Romeo C. Escandor presented the Philippine Development Plan, thus highlighting the Region V Development Plan. Then Ms. Kate Hollifield, World Bank Country Program Coordinator discussed World Bank toward a country partnership strategy for 2013-2016. An Open Forum served as the venue to answer the questions and clarifications of the participants, likewise, suggestions were also noted by the Presenters.

In the afternoon, there was Focus Group Discussion (FGD), breaking the big group into 4 small groups namely: 1) Helping Government to be More Effective and Accountable presented by Lawrence Tang WB, facilitated by Ms. Lani Azarcon with Mr. Francis Victor Ruizo as the Note taker; 2) Improving Social Service Delivery; Protecting the Poor & Vulnerable presented by Nazmul Chaudhury WB, facilitated by Mr. Federico Jose Lagdameo and Ms. Leonor Gonzales WB with Ms. Benita Michele Verdadero as the Note taker; 3)Creating Opportunities for More and Better Jobs presented by Jesse Ang WB and Ms. Kate Hollified WB, facilitated by Ms. Bei Zonaga with Ms. Emerlie Rayala as Note taker; and 4) Addressing Climate Change and Managing Disaster Risks presented by Ms. Cathy Vidar WB, facilitated by Dr. Bernadette G. Gumba with Ms. Mary France Rubios as Note taker.

During the FGD, each group has identified 3 Development Priorities with its Challenges and Issues, what the WB Group can be most effective as well as the Key Partners. Each group presented their outputs to the plenary.

The Consultation was held on 8 November 2012 at the Arrupe Convention Hall, Ateneo de Naga University. It was attended by the representatives from the Academic Institutions, Business Sectors, Civil Society Organizations, Government Agencies, Local Government Units, Non Government Organizations and People’s Organizations, Ms. Ines Bagadion was the Lead Facilitator of the said activity.
